Feat: creating the frontend and backend for the ner applicaiton for Pictopy

Describe the feature

Description

• Set up the frontend by creating a search bar in the MediaGallery.tsx file that connects to the backend for processing.
• Implement the backend functionality to activate the camera for facial scanning when required.
• Develop the database logic to handle cases where the names are not found in the database-scanning the face using the camera and generating embeddings for storing in database along side with name.
• If names are available in the database, embeddings with the stored embeddings in the faces database are compared to retrieve and display the relevant images.
