Add multi-language plug-in for GSF and Champions

I would like to add a plugin allowing visitors to translate the website, including learn.gsf, sci guide and champions.gsf into their local language to improve the accessibility of our content to non native English speakers. We have a growing audience of German, French, Cantonese and Japanese members and need to ensure they can continue to support our pillars of change within their regional environments.

This approach will save members and GSF money manually translating pages.
