Contribution Statement Generator Block Does Not Include the Statement Template footer in the output

Description

When using the Contribution Statement Generator Block to produce one off statements from the contributions tab of a person's profile, the footer that is included in the statement template is not included in the output that is produced by the block, like it is when using that same template with the Contribution Statement Generator.

Actual Behavior

### From the church's Rock instance:

The statement produced by the block and the statement generator do not match. The footer is missing from the one produced by the block.

The statement produced from the block: (footer missing)

The statement for the same person produced from the statement generator: (footer present)

Expected Behavior

Since both methods (block and statement generator) use the same template, the expected behavior is that the output from both would match.

Steps to Reproduce

1. From the Finance Side Menu click Financial Settings
2. Click the button for Contribution Templates
3. Create or edit a template to include what you want to see in the footer. (The Rock Default Template already comes with a footer included.)
4. Edit the Giving Configuration Block on the contributions tab of a person's profile and check what page is being used under the "Contribution Statement Detail Page".
5. Navigate to the page found in step 4 above.
6. Edit the block settings on the Contribution Statement Generator block on that page to make sure the template that is being used is the one created/edited in step 3 above.
7. Generate a statement from a person's profile/contributions tab (no footer will be present in the produced output)
8. Generate that same statement from the statement generator (a footer will be present in the produced output)
