Please make it init agnostic

Hi,
I think I've tried your work on Artix Linux a while ago (years?) and I remember (maybe incorrectly) that envycontrols worked without systemd, now that I write, version 3.3.0, it doesn't anymore, so if you have the time please make it working with other init (if you do, then make for openrc first 😈), if you can't or you are not interested in this functionality then I wish you all the best!!

This would be nice to have mainlined, so we do not have to wory about the fork becoming out of date. And we then have less parties to trust of the code with.
