The value of WORKDIR at Dockerfile#L3 causes a bad script name. We saw this when sequester_orphans.R failed with this message:

Subject: Failed | rocker/etl/sequester_orphans.R | 2025-01-23

See the attached log for error details.

To fix this, replace "rocker" with "rcc.billing" in all locations.
