[New Plugin] interrefs

Hi there,
I've written a plugin interrefs for obtaining the inter-references between articles (and probably also pages in the future). There is also a README with relevant information.
Could anyone give some suggestions on how to improve the relevant surrounding tools and metadata (e.g. packaging, uploading to pypi, testing)? Hope it could be merged/moved/forked into the collection :)

It was created from the Cookiecutter template. But, because it's now under my namespace, some parts of the automated tools is not working correctly. (And I also do not have a precise idea on how some tools are supposed to be used.)
