Hello,
OWL is the new front-end framework created by Odoo. It will be shipped in the next versions of Odoo (15+) as the new WebClient.
OWL is also a standalone web Framework inspired by Vue.js and React and as I'm learning it I'm making the RealWorld app here:

It isn't finished yet but will probably be by the end of the week.
