Remove requirement for mainnet parent relation for testnets

The current "must have parent" requirement doesn't work well for testnets that don't have corresponding mainnet yet. For such chains we set itself as a parent which is not obvious and could create some issues for consumers.

After discussions, we decided to remove this validation requirement.
