It seems to cause slowdowns: zulip

See updates to the zulip thread — it turns out that the slow down problem was unrelated to StreamReadConstraints after all.

I do wonder whether it would be worth only relaxing the maxStringLength for the one line that parses the incoming IR. See my abortive attempt in populationgenomics/hail@358b452 or the more brute-force version in populationgenomics#354.
