Global shortcuts like when the application is not visible is probably not going to happen, for that those global hotkeys are to heavy weight. What I imaging can be done is application shortcuts but then we have a problem that we have cases where two color pickers are visible. But it might be doable.
What I meant were application-level shortcuts. When two color pickers are available, the shortcuts could refer to what likely is the "most important" color. For text, this could be the text color, for rectangles the outline color (assuming that one sometimes has no fill). For most tools the choice appears relatively obvious. For more special cases, one would have to resort to the mouse.
I use ksnip when teaching, and being able to draw quickly is critical.
It would be great if one could select colors with a global, user-definable, shortcut.
It also would be good to be able to add a few custom colors to the color palette.
