SEL accepts "Image File" column when no .zip is provided with no error

Expected Behavior

If a user provides and SEL file with an Image File column containing file names, but they do not supply an image .zip, the dry run should issue an error just as it does when a .zip is provided that does not contain the referenced file.

Current Behavior

No warning or error is shown on dry-run or load

Steps to Reproduce

In Experiment loader load the enclosed file, but do not load the image .zip

Workaround

Tell users not to forget the image file
