Description of the new feature / enhancement

1. I would like to see a feature where I can export or backup settings as individual features. Say to OneDrive, GitHub gists or something. Export only FancyZones or Always On Top to a specific backup.
2. When PowerToys upgrades, I want to have a backup of any layouts that were modified. I recently had an issue with an update that broke the layout of the Windows "main display" due presumably to my taskbar being on the side. Rolling back didn't fix the issue. Assuming again that something was modified in the config.

Scenario when this would be used?

1. Backups, so we don't lose anything
2. Syncing settings across computers that are used differently or have different hardware ( different numbers of displays or different resolutions).

Supporting information

In #17382 I seem to have had a config broken on upgrade. Recreating a FancyZone seemed to be the workaround but doing so is time consuming and changes slightly every time.
