[Bug]: Tooltip is hidden behind other elements

Environment

1. Enable the flight - doc-attachment-summarization
2. send email to yourself that includes word file attachment
3. open summary pane on the reading pane and select attachment

4. attachment preview window will be opened
5. after a few seconds it'll generate attachment
6. hover over the contact support button in the summary section
7. The contact support tooltip is hidden behind other elements

Expected Behavior

The contact support button shouldn't be hidden
