since turkey changed its timezone and some systems such as browsers and operating system have not released updates or patches yet, there is a conflict between client-side libraries and back-end side. one library says it is +2 GMT, other thinks +3 GMT, Chrome thinks +2 GMT but gives the right time value etc.

I am not sure this is a bug which should be in this project's scope. Maybe waiting for updates is a more reliable choice.
