POC using a new validator library

This feature request is an offshoot of #11524 and concerns the future of config validation.

Rather than having our own way to run validation, we have a proposal to embrace https://github.com/go-playground/validator.

This issue consists in running a POC where we implement this validation approach for a component or two of the repository to see how the experience looks like.

Based on the result of the POC, we will decide whether to pursue this framework.
