当添加App时导致Reqable崩溃，排查发现PM因为遍历到隐藏的App时引发的崩溃

To Reproduce
Steps to reproduce the behavior:
打开Reqable，右上角三个点菜单，应用程序，点击右上角加号，然后崩溃

显示设备上的App列表
