In SPDX 2.3 spec (https://spdx.github.io/spdx-spec/v2.3/how-to-use/#k21-us-executive-order-14028-minimum-elements-for-an-sbom) the table includes SBOM Minimum Field: Component Hash and according to https://www.ntia.doc.gov/files/ntia/publications/sbom_minimum_elements_report.pdf component has is not a mandatory field, it is one of the "Recommended Data Fields", see page 14 of the pdf. The other recommended data fields are not in the SPDX spec table, only component hash.

Thanks @winterrocks for pointing this out - indeed, this is recommended and not required and the table is inconsistent.
I would suggest we just remove this row to make the table consistent.
