Deploying OCP clusters using Shipyard seems to be broken #1423

I tried to deploy OCP clusters from the Shipyard repo using the following command as documented here.

make clusters using=aws-ocp

The command executed successfully without any errors; however, the clusters were deployed as KIND clusters on the local host rather than on AWS.
