Welcome window can be swiped horizontally

Describe the bug

When the initial welcome window is shown on the GNOME desktop, you can navigate between pages with a trackpad swiping left/right, and can trigger further operations unexpectedly. Potentially it can also be swiped between pages with a mouse that has a horizontal wheel, like the MX Master series.

What did you expect to happen?

The pages shouldn't be able to scroll horizontally.
