Raytracing not avalible in games on Intel Arc #2093

Describe the bug

When playing any game, ray tracing is grayed out in the settings menus of the games while using an Intel Arc GPU. Games tested were Cyberpunk 2077, Returnal, and Control.

What did you expect to happen?

I expected ray tracing to be available, as my daily driver Arch install allows games to run with raytracing on this hardware.

Hardware

Tested and reproduced on two desktop systems:
I9 14900K / Arc A770 / 192GB RAM
i7 8700K / Arc A770 / 32GB RAM

Extra information or context

I am using the Intel Arc specific Bazzite ISO and attempted some troubleshooting:

  1. Tried setting the VKD3D_CONFIG=dxr11,dxr environment variable (The Arch wiki mentions it being necessary to enable RT for Intel on their Raytracing page)
  2. Tried two different systems as mentioned in Hardware.
  3. Tried various Proton versions including Experimental and GE.

Mesa and the Kernel are well beyond the minimum versions to support RT in the current Bazzite build, at least according version numbers on the Arch Wiki. My only guess as to what is wrong is that the provided Mesa package isn't being compiled with the intel-clc flag which I found mentioned on this post.

My understanding of rpm-ostree is far too weak to know where to begin with compiling mesa myself and somehow getting it onto my system so I'm stuck. Was unable to find any mention of this issue online, though I'm not sure if it's because it's only affecting me, or if it's because there are only a few dozen Arc GPU users.
