VoiceOver Bot navigates to incorrect element early in test runs

This seems to happen regularly in the disclosure-navigation tests, usually at the start of the test run. This may indicate some issues with the browser initializing at the start of a test plan?

For example, the first most common response on test #50 in VO + Chrome is a readout of the list where focus has been placed.

One other notable example is in the most common responses on Test 59 in tests/disclosure-navigation VoiceOver chrome.

Another example is in the only divergent command-button response (in VO + Firefox), where the recorded response is a description of a heading.
