Update deps including electron 28->29

• Update webpack-dev-server 4->5 (some options for proxy removed)
• Update electron 28->29
• Also turns off webpack filesystem cache. The default is cache:memory in development. I find that the current webpack config struggles with yarn link (have to manually turn cache:false in webpack config to make it work) and hope this improves it

as long as I work on webpack, I re-tested if vite is an alternative but it is actually slower which is surprising and has problems like setting Content-Encoding:gzip on vcf files at dev time. can see vite-web2 branch
