Add important dependencies for developing on robots. #11

This PR adds the ROS tools needed for the development:

Add plot-juggler and protobuf with the correct version
Add gazebo
Add panda packages in ROS2 (we have some forks of those). For now it's also fine to add them locally and build them in a ROS workspace.
