Start Frontend experiment

The goal of this experiment is to create a registry frontend separated from the place where the actual conversion is occurring. In this way, we hope to make registries immutable in their configurations (non_int_type, context, system, etc) and thereby easier to cache.

• Executed pre-commit run --all-files with no errors
• The change is fully covered by automated unit tests
• Documented in docs/ as appropriate
• Added an entry to the CHANGES file
