@antoniojkim, the LTC build is again broken after the Roll PyTorch update. PTAL

I'm unable to reproduce the build error locally. Maybe the cause of the failure was some commit was reverted and then it was re-added

nvm. I didn't rebuild with the latest torch nightly. I am able to reproduce. If you need to, go ahead and merge this. I will fix and then put up a follow up PR with the fix and re-enabling LTC

The LTC Build was disabled in
#3210 due to a regression in the
packaging of the torch nightly wheels
(pytorch/pytorch#124941) which is now
resolved.

So, re-enabling LTC build in this PR
